Are you sure the ammonia is ok. Some "clear" ammonia has surfactants in it and that isn't good. Ingrediants should only be ammonia and water. A chleating agent is also ok. That is just something to hold the mixture of water and ammonia together. If there aren't any ingredients, shake the bottle to see if it foams. Ammonia definitely shouldn't cause that large of a swing in your pH.

It is probably because ammonia when in solution forms ammonium hydroxide which is a pretty strong alkali. The spike will occur after you add the ammonia then decrease as the ammonia is converted by the bacteria. It probably won't do any harm as there are no fish in there! By the time you add fish you will have stopped adding ammonia.
