Ntd?

About a month ago i lost a cardinal tetra and a pleco, the cardinal couldnt swim correctly and the pleco looked as though it internally inflated and was constipated, also gasping for air alot. Not sure if there linked but thought id mention...

Anyway to the main issue now...

a month on near enough all 9 of my remaining cardinals have some sort of symptoms as follows.

1. Discoloured on the blue part of body couple are patchy on the blue marking.
2. Under belly where there is no colour seems a tiny bit larger than usual on a couple
3. 1 cardinal has lost a tad of his tail looks like its rotting but its been like this for a month

They are all eating fine and have been the full month or so they have been like this. Also not all are discoloured or with the above symptoms.

Worried they have the dreaded NTD, but hopefully have something more cureable like internal bacteria infection of some sort? I will do pics and/or a video tomorrow to give a better example of there visable symptoms.

Water quality is spot on.
 
Cardinal tetra are not meant to get ntd.

Any signs of flicking and rubbng, darting, erratic swimming, laboured breathing, excess mucas.
What does it look like when the fish goes to the toilet.
Below the tummy area does it look bloated, or lumps beneath the skin.
The lost of colour in the blue area it it a greyish white. Or bleaching beneath the skin.

Have the cardinals ever been kept with neon tetra's.
