How do I get rid of the cloudy water and brown alge? It just looks like there is a little agle on the bottom of the tank in the rocks. So What can I do or buy to get rid of both ... Other then water changes
 
How long has the tank been up for? If it is relatively new, those brown algae will eventually go away and you will see the green ones.

Alternatively, Oto eat brown algae very well and they fit well in small tanks such as yours.

Cloudy water is probably caused by the bacteria bloom - if this is the case, it will go away in few weeks.
 
I would add a few more otos since they like to be kept in gorups, being social creatures. Two more would probably work, though I'm not sure your tank can handle more fish if you don't do frequent water changes. :/

As for products, members here have suggested chemicals that remove trace elements that the algae use to grow.

Ways to handle it naturally: feed less, more water changes, fluorescent lights and plants.
