Nitrite Rising, Ammonia Doing Nothing

My ammonia hasn't changed in color at ALL yet my nitrite test went from VERY yellow (0 value) to an orange tint ...which puts it between 0 and .3. Does this mean some ammonia IS processing just not enough yet to show a color change maybe?

the bacteria are starting to convert the ammonia into nitrite but they still haven't built up enough numbers to do the job properly. In a few days they should and then the ammonia will drop to 0 and the nitrite will start to go up pretty quickly.
