Nitrates

Hi All
This is a first time in here for me and I am after some information on what is the best way of removing nitrates from my 6x2x2 tank witch has 3 frontosa and a red tail catfish. The catfish is about 8 inch. Any information or ideas will be welcome. The nitrates are over 80 PPM and my tap water is over 50 PPM. I am running two fluvel 403 and a 203 witch has a Ltr of nitrate removing resin in it and the nitrates will not come down. The nitrite is 0 and the ammonia is 0.

Water change i guess. Is it always that high? A Red tailed catfish 8"??? Not this fish is it? http/www.fishforums.net/index.php?showtopic=41902
