my friend asked me around to her house to have a look at her tank because her fish were all dying. i tested the water and everything was ok except the nitrates were waay to high. i questioned her for a bit and found out she had recently done a water change and washed the filter media under the tap. i thought that this may have killed the bacteria casuing the tank to begin cycling again. she has just told me that more of her fish have died. what can she do to help the remaining fish?

if her tank is going through a mini cycle she should do daily water changes about 10% or so, just to help, and remind her if she wants to clean the filter do so in removed tank water..i hope this helps?

 washing the filter under the tap most certainly killed the vast majority of bacteria. Water changes is really the only thing she can do - and a double dose of dechlorinator - or using some Stress Coat & Stress Zyme as well.
