Nitrates Rising, Ammonia Wont Go Down?

I have a 10gal with dual filters and an airstone with two small plants. 3 glofish, 8 small neons, an oto and two adf's. Tanks at 79-80F, Nitrates are at 5-10, nitrites at 0, and ammonia is holding at around 1-2.0 ... I had to start over with water due to a nasty mouth/fin rot fungus and the fish also had weird tiny hairlike things sticking out the sides of their mouths but thats another story. Whats going on with my ammonia? It just wont go away... These bacteria seem to be stubborn.
