nitrate and nitrite prolem help

ok so had major problems with my tank
ie full tub of food put in it by my 2yr old
broken heater and boiled fish
at the minute the tank stands empty and i want to get it sorted so i can move my fish back into it, only problem is my nitrates and nitrites are through the roof what size of water changes and how often should i do them, is there anything else i need to do to sort it

I take it you have moved all the fish out?
Well if you clean the entire tank out you will have to cycle it again, so i would give your filter a little cleanout(not sparkling clean though, you don't want to cycle it) in some old tank water and put it in another tank.
Then clean out everything in the issue tank. When you set the tank up, use some water from one of your other tanks to fill it up as much as posible and fill the rest up with fresh tap water, put the old filter and fish back in and run it as normal and buy a new heater ASAP.

got a new heater but i think it is going through a mini cycle anyone know what to do?

Tokis has provided you with the best solution. Just do frequent water changes to help your fish. Also adding plants will help.
