i know with dogs its not good, acctually really bad, to breed brother and sister. that doesnt apply to fish, bettas?

No, it doesn't. Some people say it is good to insert some other blood after about 5 generations, but a sibling pair is very commonly done. Even a father/daughter pair is not unheard of, and considered a good idea if the father is particularly nice.
