I am looking at getting a larger tank. It will replace the current 3 foot I have.

Is there a way I can get say cycle the filter of the new tank and then when it’s ready connect it to the new tank, fill it up and swap over fish?
 
Do you intend moving all the fish to the new tank? If you do it's easy. Just move the filter and the fish over at the same time. If the new tank needs a bigger filter, put the old media into the new filter and fill the gaps with media that comes with the new filter.
If you can use the substrate and decor from the old tank, even better.

Moving half the fish over? Use half the media from the old filter.

Yes I will move all fish.
Also the substrate, driftwood, rocks etc.

So the new tank won’t have to cycle for a period of time prior to swapping fish?
 
No. Just make sure nothing dries out. Store plants, wood, rocks, filter etc in a bucket of your first tanks water inbetween tanks.
