New Tank Problem

We have a new 24in 12 x 12 tropical tank which contains mollies and tetras i have noticed all the fish seem to be swimming at the top of the tank, it has also gone cloudy, i have recently lost a pleco and a catfish, a few days after giving a white spot treatment as directed by the shop we brought the fish from, my dalmation mollie has aslo had 7 babies over nite. what could be causing the fish to die and why are they at the top (UK)

they'll be at the top due to lack of oxygen in the water. Cloudy water = bacterial bloom (assuming it's white cloudy). Do a water change to get more oxygen in the water.
 
They may well be struggling to get oxygen out of the water because their gills are burning. That many fish in s new tank probably means you have lots of ammonia in the tank. Which may also explain the deaths.
