New Tank, (ish!)

I bought a tank way back in July(around 7.5 UK Gallons), but I have had such a huge problem because my heater didn't work and neither did my light. The company were messing me around and they had problems shipping their stock or something. All these months later and FINALLY I have all the parts I need.

Because I have been waiting for my light for so long, I have been cycling my tank, with the filter and heater on, for months now. I added some Tetra Aqua-Safe when I first bought the tank and once about a month ago. My gravel and ornaments have been in for months and everything looks ok, I was wondering if all will still be ok?

I was planning to go out tomorrow, get a couple of plants, buy a water testing kit and a themometer and make the relevant changes/adjustments if needed, then how long should I wait until I can buy my first fish?

If you haven't been adding ammonia and testing the water regular then you won't have a cycled tank ready to add fish.
