New Tank Help

just purchased a tank with filter and a heater. i no little about tropical fish but ive been told to fill up the tank run the heater and filter and apply a biological aquarium supplement and then leave for 24-48 hours before introducing 2 fish. ive put 2 bags of pepples/stones in the bottom of the tank but rinsed them before putting them in the tank. well after running it all for about 4 hours my water is still cloudy have a done somthing wrong? i have little knoweledge about this so any help would be a great help. Also what are good fish for starter fish?
 
Who give you that advice? Local pet shop?

That supplement won't work... it can take weeks & months to cycle your tank unless you can get some mature filter media which will speed up the process... plenty of people will help you here, all the best advice is here.

You need to scrap the stuff your pet shop try's selling you and start a fishless cycle - which you can learn alot about in the beginner's resource centre here.
