New Tank Help - Beginner Alert

Hey Guys, im after some help if thats ok.

Im really new to all this, and unfortunately ive already paid the price. So ive learnt some lessons(dont put to many fish in the tank to quickly) and ive decided to start all over from scratch.

Last weekend i bought i new 30l tank with filter and heater. I also bought a real plant and some gravel along with the water conditioner and cycle. On thursday i added an ornament and a small plastic plant. Ive worken up this morning (a week after setting up the tank) and its all white cloudy, its not horrendous but cloudy. is this biological bloom everyone talks about??. Ive not tested the water to day yet(i only have test strips, cant afford the big test kit at the moment) but i have changed 10% of the water and added more cycle as per bottles instructions.

At this point i have no fish in the tank. However my friend is meant to be giving me 5 or 6 baby guppys(about 3 months old)this weekend will they be ok in the tank??.

so basically my questions are:
1: whats the white cloudyness
2: can i put the guppys in the tank

No, it wont be ok at all. Looks like your filter is just starting to cycle. It needs to be doing that for quite some time (can be up to two months) before you can add fish. As for the cycle treatment, dont even bother. It does nothing. What you need to start cycling your tank is household ammonia (it imitates fish being in there without killing any fish!). Have a read of these articles thoroughly http://www.fishforums.net/index.php?/topic/277264-beginners-resource-center/ - and do NOT add any fish yet!
 
Yeah follow fluffycabbage's advice, start a fishless cycle and take your time.

When you get the fishkeeping bug, having to wait a couple months before buying fish feels like a nightmare, but in reality it is truly better for your fish's health.

So, basically, we're asking you to have some patience, put the health of the fish first, and start a fishless cycle.

And then 4-8 weeks down the road we can share in your excitement when you go to stock for the first time.

So patience young grasshopper, fish will wait for you.
