Should I establish sure the CO2 is at 30ppm before I add the plants?

30 ppm is an ideal level with high lighting but not required IMHO

You'll probably need to adjust it after anyway cause the plants will use that all up and want more. You'll find the balance.

depends on your lighting as said. if it's above 3wpg i'd get the co2 going first. Below that, as long as you start the process in week one the order is not too relevant.
