New Set Up

I have a 28litre unused tanks. I had it as a pico marine and am considering a betta tank with a few cherry shrimp and 5-6 neons and maybe an apple snail.

I've kept fish before (obviously) and had 3 bettas previously so no new info needed. What I want to know is the perfect set up for this tank? Also, what is the best way to give tank a thorough clean? Can you bleach it?

I may consider White cloud mountain minnows instead of of neons. Are they ok temp. Wise?

i had a real nasty case of ich in my parents one tank many many years ago and i was told you could used bleach but need to let it completely evaporate (all liquid after the bleaching) i did this but still rinsed and rinsed and rinsed after it all evaporated but we have had fish in it ever sence and never had another issue or any ill effects from the bleach!

but wait for more opinions because i know there has to be a better way!

anyone ever use oxyclean??? i havent because im allergic but this maybe a after way
