New set up 60L need Help with angel fish!

In the fish shop, the angel fish are in other fish tanks with small fish.
They seem O.K.

they're young angels, and they will only be in the shop for a few days/weeks. That's why.

Fish shops are not home aquaria. DO NOT use your LFS as a point of comparison-LFS's keep fish temporarily, are massively overfiltered and generally have only juvenile fish.

If you try to stock your tank according to what fits in the tank at your local fish shop, you'll just end up killing a load of fish.
And check on here (or elswhere on the internet) before taking any advice from the people that work there - alot of them can't grasp the above, and a whole lot of fish die everyday because people make the mistake (honest mistake, but mistake nonetheless) of trusting them.

Wow! I have 16 small tetras in my 60l and there is no way I could comfortably fit any more in (was originally going to have 24)

To give you some idea, I have a 65L mature tank and an oversized internal filter (which helps increase stocking amount, within reason) and I've got the following fish:

5 Pearl Danios
2 Rams
2 Peppered Corys
3 Otocinclus

And I'll be adding a couple of dwarf gourami's soon. Frankly I'm not happy to add any more than that, and some might question if the Pearls should be in there.

Don't overstock, essentially what you'll end up doing is kill your fish in the long run-or stress them out enough that they won't show their proper colouring and personality.
