New logo - designing competition

I know some of you guys are pretty awesome with photoshop and we have decided that the old logo was looking a bit dull

what format should the entries be in?
what size (WxH pixels)?
what size (bytes)?
how do you actually enter anyways?
does it matter what program you use?
