New fish in the old tank?

It's probably been about a year since Mario died and I still have his 10 gallon tank up and was wondering can I put something else in it or does it have to be fully bleached or something. I'm not really sure what Mario had other then some bad fin rot. Is the tank safe to put something in?
I was thinking to put shrimp or something in it, or something easy....

Don't bleach anything... I would use live plants in the tank and if needed maybe empty the tank and scrub it down with a water/vinegar mix

I haven't recently tested the water but I'll do that.
I have live plants and sand. Any ideas for something that would do good in harder water and no heater? Will shrimp be good?

When I had my betta I went through 3 heaters. They all kept malfunctioning, including the Eheim one I had.
