New Betta With Ragged Fins

Now that I have got my new betta home, I notice that his fins are quite ragged, they look as if they have been caught in a shredder by mistake :sad: He is fine, swimming happily and flaring a little bit at the boy on the other side of the divide, but his fins do look a bit sad.

Do I need to treat him with anything, or will they grow back properly over time? Or maybe he's meant to look like that?
 
It could be fin rot or it could be him shredding his own tail. The strangest thing to see is a betta chasing his own tail. I have one that does that anytime I put him in a cup to do 100% water changes. Keeping the water changed is always my first step. When I get a new fish I add betta spa to the water it is a natural antibiotic. Some people add salt or betta fix. High protein food such as frozen brine shrimp will help with the fins and tails to grow back.
