it makes tap water safe okay not a slogan but it tells the story.
how big is the tank?
are you planing on planting it?
what fish do you want?
what type of filter? external or internal?

Rince the gravel under tapwater (unless its ecco compleat or another specialish gravel)
place the gravel at the bottom of the tank and level, add the water slowly to avoid disturbing the gravel, you can try using a bowl to deflect the water off of the gravel (just make sure its fully cleaned of all detergents and soaps)
add the aqua safe and stir the water, leave it for 24 hours to settle.
wash the decor in tapwater and add as desired.
attatch the filter and start cycling or use mature media from another tank (or ask in "members willing to donate mature media to newbies" its pinned in the "new to the hobby section")
once cycled you can add your fish (you have to invest in a testing kit)
