new 5 gallon!

I've got a 5 gallon like that, with the black top secured on? I'm going to put one of my Bettas and an ADF in there once it's cycled. IMO you could probably hold no more than 8 of the Tetras (either type) and a few Ghost Shrimp (3-4) or Snail. Or you can do a trio of Otos with about 3-5 of the Ghosts or a Snail.

I wouldn't go above 8 fish and only that high because Tetras are schoolers and aren't as mindful of territory or being closer together and the Otos need to be in trios and get too large (oddly enough for a change) to be in there with more than shrimp.
 
I was thinking five neons and 2 or 3 otos. That's more than an inch of fish per gallon, but with good filtration and regular water changes, you shouldn't have a problem. Or you can subsitute 3 or 4 ghost shrimp for the otos.
 
You also can't go wrong with a betta and 3 dwarf corys. They co-habitate well and are all active, interesting fish. I would personally keep neons only in 10 gallons or more, but it can certainly be done in a 5.

hmm..i read that ghost shrimp need iodine salt to live long and healthy lives ..i just wanted to know if any of my FW fish can take a little dosage of salt.
 
I think you can get an iodine supplement at the LFS which you could add without needing to add salt, may need to look in a store that stocks supplies for marine tanks. Most fish can tolerate a little salt, but cories are supposed to be sensitive to it.
