Neon Trouble Please Help

evening all ive just noticed one of my neons is very dull in colour and has very large eyes and his spine looks very bent too

wot shud i do for the best i never noticed it last nite so its just recently happened

Does his red stripe looked bleached out as ntd can cause bent spines and popeye.
Also water stats would be good in ammonia, nitrite,nitrate, and ph.

Yes, before we suggest anything we really do need your water parameters first along with some additional questions:

Is he flashing at all? Rubbing on rocks or gravel
Any blood like streaks on him?
Any fraying on the fins?
Any grain like salt on the fish? Ick
