Neon Tetra W/ Popeye

I have one neon tetra that has popeye. I have moved it out of the main tank to a hospital tank and have been dosing 1ml of melaflex for almost 14 days.
Still no sign of the popeye reducing. Any suggestions on what should i do at this point?

Is it affecting one eye or both? Popeye can have several causes, including single eye from an injury, bacterial infection if both eyes are protuding etc.

nope, just the one eye.
But how long should i wait before i give up. I hate to put the little guy out of his misery for nothing.
other than the eye, he seems completely fine.

i have waited 14 total days for some sign of relief.
I gave him a cold water bath. He has joined his friends in fishy heaven.
I feel bad but what was i supposed to do.
