neon tetra swimming funny

Ok I know that I should have water parameters listed here but I dont have any test kits other than the Nitrite and it reads 0 ppm.
One and just one of my neon tetras is swimming funny. Its swimming with its head facing vertically up and in a twitching motion.
By the way I have 14 total tetras and 8 ghost shrimp in the tank.

has anyone ever heard of this problem?
