How many neon tetra can you keep per gallon?

I don't do litres, sorry

A rough guide would be to start with one neon per gallon and increase to two over a few months/year, if the nitrate doesn't rise too quickly between water changes.

But you do need a minimum sized tank; nothing under about 5 or 6 gallons, IMO.
