Neon Tetra In Critical Condition - Loss Of Balance

I have just added four Neon Tetras and three Harlequins to my new tropical tank.

One of the tetras is looking in a bad way. He's pink, where the others are red and he's suffering from a serious and intermittent loss of balance.

I've added some revitaliser tonic, however is there anything else I can do?

Readings are as follows:

Ammonia - 0/0.25ppm
Nitrate - 10ppm
 
You should quarantine him for now, incase it's something serious.
Neon tetras are notorious for contracting diseases, many of them which can spread from fish to fish. There is, of course, the infamous "neon tetra disease" which is debatable as being an actual disease or just a name to cover up other unknown/undiagnosed conditions. So yes, please do remove him from the tank. From there on.... I don't know what to tell you. :(
 
is your tank cycled, neons dont do well in new tanks, ammonia should be 0ppm what is your nitrite reading
