Neon Tetra Disease

I think that one of my Neons has Plistophora? (Neon Tetra Disease), the picture I have attached is not very good, as its difficult to take a pictre of him as he never comes to the fronmt of the tank. If anyone could look at the picture and confirm my diagnosis, or hopefully say I am wrong about, it would be much appreciated, as I dont want my other fish to be at risk, but at the same time I dont want to kill my fish.
