Neon Tetra Acting Strange

For about four days, my Neon Tetra has been acting strange.

He goes off and hides from the other tetras. He also seems to be constantly "talking" and opening and closing his mouth. He doesn't seem all that interested in food, either.

The conditions of the tank are perfect. The other fish are happy. What could be wrong?

Yes. I vacuum the gravel daily and change 20% every three days, too.

I CAN'T view the picture. Mmmmmmmmm... did you get him at a separate time than the others? If that's the case, and he won't school, you might have to take him back. How many other tetras do you have? He might be stressed. Is he losing any color at all? I think the 'talking to himself' is normal.
-How big of a tank?
-"He's not interested in Food" Hmmm, does he even eat a tiny bit of food? If he's not eating, then I don't think there's really anything to do.Neons are very delicate fish so It's unlikely that he'll make a full recovery if he can't eat food----> DEATH. Is he getting bullied?

Could he have something lodged in his mouth/throat? Fish will do a lot of mouth movement to try and dislodge things. I've had this happen with my fish and the objects usually dislodged in a short period of time.

I've had a few neons do this and never seen them recover, the ones I had got slowly thinner and died. Sorry that I can't be of any help.
