Need Help Setting This Skimmer Up

this skimmer literally came with no instructions. i don't think it even has a name to it.

is it supposed to be fully underwater or half in the water or what?

Partly out of the water. Looks to me as if those suckers would sit at the top of the glass

the powerhead draws in the water, so that needs to be underwater and the tube on the other side expels the water - the magic happens in the main body (bubbles). There will be an air intake nob somewhere which will need to be adjusted so that you get a good rate of bubbles
