Need Help Identifying A Problem

I have a Red Eye Tetra with a pink/red lesion on its side with what looks like a white protrusion. (Looks like a bone sticking out of the top). Fish also has "puffy" lips. However, behavior is good. I'm not exactly sure what this is or how to fix the problem. Any help or recommendation is greatly appreciated.

Tank inhabitants: Guppies, Tetras, Resboras, Red Tail Shark, ...

Recent additions to your tank (living or decoration):
This tank has been set up for about 2 years. Last month I replaced my Eheim-2217 with a Fluval-405 (Mainly for ease of maintenance). Also, removed old under-gravel filtration - One half 2 weeks ago, and the other last week. For the past 3 weekends, I have been changing about 12-14 gallons each week. Also replace old-glass heater with a Stealth Heater 250W.

Tank size: 75 gallon
pH: 7.0
ammonia: Ammonia Alert says its "safe"
nitrite: dunno
nitrate: dunno
kH: dunno
gH: dunno
tank temp:80 degree

Right have you added any new fish or live plants to the tank, the thing that sticking out does it have a forked tail, as you could be dealing with a parasite in the tank.
Get a magifying gfass to take a closer look to see if it looks like a parasite.
 
I haven't added any new fish or plants for about 2 months. I don't see a forked tail. But then again, he's really hard to keep still.

Right wrap the fish in a clean wet cloth in tank water, take a close look at the object sticking out to see if it moves.
Take a sample of your water to the lfs and tell them to write the readings down for you.
I would strongly suggest in getting liquid test kits of your own.
Is there any pierce marks on the fish and red marks that are swollen.
