Need Aquascaping Help

I'm going to try to actually make my tank look somewhat nice, but I need a few questions answered and maybe some tips and advice.

1) Can Flame Moss grow on the bottom or does it have to be attached to wood/rock?

2)I have a T8 Full Spectrum bulb, but I'd really want to go higher in watts/gallon. Does anybody know any 18" T5 bulbs?

3) I use liquid CO[sub]2[/sub] but I'd like to go for gas. Anybody know any small, cheap, non-cylinder CO[sub]2[/sub] systems? Preferably with a powerhead, not a bubble counter. If not, how should I go about and make a DIY soda bottle one?

4)If I don't find a T5 bulb to fit, can Dwarf Hairgrass grow (not carpet, but it would be nice) and thrive?

Flame moss can make a great carpet plant, it will need attatching to some slate with some cotton.

T8's are fine. You can't put T5's in a T8 ballast.

How big is the tank, as you may struggle with DIY on anything over 15g.

it will grow, but it will grow very slowly, very very slowly. You'd be better with flame moss.
