Need Advice On Nutrafin Co2 Unit

I have just bought and set up a Nutrafin CO2 unit last night at 11pm. It started releasing bubbles in the afternoon today at about 12pm.

My question is, I have set it up according to the guide from the user's manual, but the bubble released from the tube didn't go into the dispenser, it floats to the surface of water instead. Anything I have missed out?

Advice please.
