My initial instinct is that that one or both of them are female and are about to give birth. If one is male, he is hanging around for a free snack.
Equally, it could be a water quality issue, although I would say it's not lack of oxygen, as you would expect the fish to be gaping at the surface. A bubbler won't make a huge difference to the dissolved oxygen levels in the tank, other than by increasing surface agitation (rippling), which you can also do by adjusting the filter outlet.
How did you cycle the tank and what are your current ammonia and nitrite readings?
By the way, you will probably experience problems with the betta and dwarf gourami at some point - they view each other as threats. Also the betta may take a dislike to the guppies - some do and some don't. You need to keep a close eye on the tank.
