My poor little puffer.

I have a little spotted puffer and for some reason he's really moping right now. he's lying on the floor a lot and really spotted he won't be cheered up by bloodworms like normal... I don't know what's wrong! would he be seriously upset by the water level being a little to low? or there being not QUITE enough salt in his tank? (it's brackish) those are the only things I can think of...
