My Pelco Is Sick! Help

Hello first of my tank has been running for 1 year.
Tank size:25gallons
pH:7.6
ammonia:0 there are curently 12 Harloqueim Rasboras(juvinile)
nitrite:0 2 Golden Sunset Platys
nitrate:10 2 mickey mouse Platys
kH: not sure 1 Pelco aprox 4 inc
gH: not sure
tank temp:76 deg

My Pelco is feed mostly Algie Wafers and Various fresh Veg when on hand. He is not full grown aprox 4/5 inc, i am asuming a teenager. Aprox 1 week ago i noticed a lack of apetite. 3 Days Ago he had a white fuzzy film grow just above his lip. 3mm high by 1cm long. Did not look like Ic to me. 2 days ago , Three of his fins came down with a case of tail rot. the film on his lip has since subsided, i raised my tank temp to 82 deg. But his fin rot still remains. The second it all started I preformed test nothing out of the ordaniary. I did notice that his main tail/fin was crocked/Bent when he is resting. It almost looks broken. In any case i think it is ic but are there underling problems. Thanks any help is good help at this point.

Could he of damaged his fin on something in the tank.
Fluffy growth around the mouth and cheeks is usually flexibactor columnaris false name mouth fungus.
Finrot is bacterial if water quality is good.

Well like i said the "mouth Fungus" is going away but none of my other fish are coming down with fin rot and as per damaged fins. he was atacked by 4 pesky platys they have since been removed, his fins were nipped aprox 2 moths ago, and were well on there way to recovery when this happened. So now i have a Pelco that has 2 problems fin rot and a mouth Fungus, are there any treatments? for fungus? this is the first time he is sick. usualy if anything happens my other fish exibit symptoms before my pelco,, i just hope he is ok. thanks.
