My neon tetra is spinning everywhere as if it were dead but is still breathing and opening its mouth??? What is happening? Should i flush it down the toilet?

Well if you are going to euthanize it, don't flush it. Do it humanely. Judging by the state it's in, I would probably euthanize (tough to know though without more info) and try to find out what caused it so it doesn't affect your other fish.

How many gallon or litres is the tank.
How many fish and which type.
Water stats in ammonia, nitrite, nitrate, and ph.

Spinning can mean the fish is dying, bad water quality, ph shock, swim bladder, internal parasites.
Is the red stripe area bleached out or lost its colour, or a milky substance in the red stripe area.

Never flush fish its a cruel death.

hmm maybe when people start to die... we should through them down a rocky mountain.

I wouldnt.

I always believe if you cant treat, leave in a tank or water container on its own......

you dont deserve to be fishkeeping if you just want to flush a fish. shocking.

People who are passionate about their hobby will be cringing at this thought.
