If you have a low current filter, and the water level is right, bubbles that look like a bubblenest can form by the outlet. There is enough water disruption that bubbles form, but the filter current isn't really strong enough to disrupt them. This is especially noticeable in a new tank that is cycling because if there is not a lot of surface disruption, a film can start to form on the top of the water that holds the bubbles.
I have caught a couple of my guys building right next to the filter outlet and right behind it though. This is really where the least amount of current is in the tank and gives them something to build against. When the nest gets big enough, it gets pulled forward a bit (to the outflow of the filter).
If you can post up a pic, we could probably tell you if it is a bubblenest or not. ....Although bubblenests vary quite a bit.
