My Filter And Plants Question?

hi iv got plants in my tank and a filter that is suppose to be above the water line so it splashes in to the tank this makes lots of little bubbles in the tank, is this good for my plants to grow?

i ask because my fish seem a little happier with it under water so the water is more calm?

opinions please?
 
In planted tanks we like some good surface "movement" but no splashes or anything to actually break the surface. A gentle ripple is fine though as this promotes good gas exchange.
As for under the surface, flow is good because it delivers nutrients and CO2 to the plants. The days of "plants don't like tanks with high flow" is all but at an end.
