My Black Mollie

Hi my black mollie (male i think) seems unwell, he is sitting at the bottom of the tank seemily panting, and no moving much, he also seems very blotted and hes scalesdo not look right can anybody tell we what they think is wrong?

How many fish and which type.
Water stats in ammonia, nitrite, nitrate, and ph.

Once scales stick out last stage of dropsy organ failure.
Can you issolate the sick fish.
Epsons salt baths to help draw the fluids out. Bacterial med.

21 gallon tank, i have 5 mollies in total, 8 neon tetras and about 15 small molly fry, my reading taken a few hours ago r PH LOW 7.2 PH HIGH 7.8 ammonia 1.0 nitrite 0 nitrate about 80 i only have the one tank but do have a small birthing perspex box, maybe some of this info can help just think the fish maybe dead in the morning. I have just added some white spot liquid.

Bad water quality.
How long has the tank been set up.
Gravel vac. If sponges are mucked up squeeze only one of them in old tank water. Do the next sponge a few weeks later.
Water changes.
