My betta may be ill, please help

I really hope that my new Betta is not ill.

He shows no sign of any infection, which is good. His colouration has gone downhill rapidly though, he is normally a really bright vibrant blue, but is now a murky blue, and his mouth looks as if he is constantly chewing something.

He remains very still in the tank, rarely refusing to move from his hideyhole under the pump, and qwhen he does, he just sits there, almost tilted slightly to one side, motionless

My tank: 19 gallons, PH = 7, NitrAte = 0.5, NitrIte = 0, temperature = 27 degrees.

He shares a tank with 10 neon tetras and 4 assorted platys, all of whom leave him to his own business.

Would a water change help at the moment, and how much i.e. what percentage should I swap out
 
Should menmtion Ammonia is zero as well. The fish has been in the tank for a fortnight now and just started getting like this a couple days ago
