more sand questions

Hi everyone, I want to add sand to my 30 gallon tank. I was wondering if i have to remove the fish from the tank to do this. Also do i replace the gravel. How would i go about celaning the sand; before the sand is in the tank, after the sand is in the tank can i still use my gravel vacume to clean it. Will the sand hurt any fish. willl i have to let the tank cycle again?
