More Light?

I have 175 litre Tank (38.5 glns UK) - heavily planted. Home made co2 injection via ladder.
I have 2 - 25watt lights with reflectors - is this enough light? None of my low growing foreground plants seem to grow. Glosso e.g. There is a three inch 1/8th substrate with Seachem substrate below that.
Should I increase the lighting?

ok your tank is 47us gallons, you have 50w of lighting therefore just over 1 wpg.

you need 2 to 2.5 as a minimum, i believe for stuff like glosso you'll need 3wpg to get it to grow properly.

short answer no you don't have enough, check the planted tank section for more info.
