Help!

One of my sailfin mollies is dying. He was fine this morning, and seemed under the weather but ok earlier. Now on the bottom giving up!

Nitrate/nitrite levels are near nil, carbonate hardness fine, ph 7. All other fish are ok (except 4 minnow have lost an eye each?).

What could be the cause? I wondered if perhaps a lack of oxygen, as the filter has been running under power due to nitrate pouch almost sealing itself inside the filter and causing the water flow to slow.
 
How many gallons is the tank.
How many fish and which type.
Can you post your water stats please.
Has a fish sucked the eyes out.
Did the eyes bulge out.
The filter should ripple the surface water well.
