Moldy bulbs

It looks like there is mold growing on one of my lily bulbs. Can I just scrape it off? What causes that?

it'll be algae. turn the lighs off and give them a clean.

Sometimes they go bad and get some kind of short, bleach white, fuzzy mold on them. I throw those one's away.
