Missing Fin

I dont know if this is an emergency in the fish world but If Iwas missing an arm I would thinkn so. I just bought some rose-line barbs. Then I woke up in the morning and noticed that one of them was missing a fin on their right side. There is just a little nubbin' there that he uses as a fin when he wants to swim. He doesnt seen to have any problems getting around.
I dont know if I bought him that way or if an other fish bit it off.
In any case does it ever grow back?! Please help poor Dean, the fish.

if you can give us some more info about your tank ie: size, how long its been going, what other fish are in it what are your water tests ( ammonia,nitrite,nitrate etc) it will help us help dean.
it could have been bitten off but depends on tankmates. if it has been bitten off keeping your water pristine clean & maybe adding a mild antispetic type stuff like melafix will help soothe & healing with the 'stump'. melafix is ok to put in your whole tank (unless you have a betta in there they need a milder variety of the stuff)
does the edges of the fin have a whitish border?? if so it could be finrot if it looks a bit sort of raggedy & whitish on the edges you can buy a med from your lfs to help treat this & make sure it doesnt get worse.
ideally you should isolate this fish so you dont treat the whole tank with finrot & fungus med.

even better would be if you can post a picture of the affected fish.
