Miserable penguins

Recently bought 4 penguins tetras - first couple of days they were fine in a little shoal - now not eating, one dead and the others have 'scattered' around the tank (water quality is fine). I wondered if my fairly forceful aeration might not be to their liking - do they like more still water?

what size tank?
penguine tetras need at least a 2ft tank and they like to be in schools of at least 6
 
Ah, that might explain things then, only 18 inch tank (which shop did have listed as minimum size on species info...in my defence!)
 
Once shoaling fish split up and are on there own, not a good sign.
