There's only plants in this 10 gallon tank at the moment as I'm letting it settle before adding fish.

The filter and heater are running.

The water is quite mirky at the moment and I was wondering if I was doing something wrong or whether it's a perfectly explainable process?

Thanks

It sounds like the heterotrophic bacteria are taking advantage of the water not having chlorine in it anymore. Basicailly it's just a bacterial bloom, and it will clear when the bacteria eat up all their "food".

It will most likely clear on it's own over time and the development of the bio filter takes place. Remember to test every day.

From your post it sounds as if you are about to do a fishIN cycle. Be prepared to test 2 times a day for ammonia, nitrite, and nitrate as well as pH. Also be prepared to do daily large waterchanges for the next month.

You really should do a fishLESS cycle. They are less work, and typically result in a 100% survival rate. Information for it can be found here: http://www.fishforums.net/index.php?showtopic=277264
