Milky Water In 75 Gallon...sand Bottomed

The water remains cloudy even aftera good water change so it leads me to believe that the filter sponges media etc contains sand and it's running through the sand and causing the water to remain cloudy...if it is how do I clean the filter pad properly without destroying the bacterial colonies and if it's not the filter what else could it be...???
 
could it be a bacterial bloom?
how long ago did you switch to sand?

assuming its a mature tank though would make a bacterial bloom less likely
 
the sand has been in there for 2-3 weeks and the tank has been up for 1-3 months ( cannot remember) The filter is a Eheim 2213 Classic cannister filter
 
from what I see it's cleary milky cloud water not green...

There isn't a hidden dead fish, There is bogwood, a few plants and red jasper rock...

FKNM do you know how to safely clean filter pads??
