I'd go for harlequin rasboras because they are the most tightly-schooling fish you'll find readily available and the have color. There are even quite a few variations to choose from that have different amounts of black or red (though they aren't common). On top of this, they won't nip fish like hatchets which are prone to being bullied, they're active and will fill out all the tank and they stay small so a large school isn't difficult to accomodate.
